Not even remotely the case in spin tires. Also you can floor the throttle and the motor gets up to the highest RPM and spins the wheels in mud, just slowly. You can't bog the engine down in low gear. Its small scale but it works the same in real trucks, when you shift into low gear, even the smallest amount of torque applied to the motor, the truck will move with incredible power, just very slow. The highest gear the motor revs lower because its under more strain from the gear ratio. Its all wrong though, thats not how transmissions work.
